
Mrs. Andricka (Thomas) Atkins – Director, STEM-A Career Management Directorate
Mrs. Andricka Atkins serves as the Director of the Army’s STEM-Analysis Career Management Directorate, where she provides thought leadership across the Army’s STEM, data science, cyber, engineering, science, technician, civil works, construction, and infrastructure civilian missions. She develops and executes talent strategies aligned with Army-wide workforce transformation priorities. In this role, she envisions, conceptualizes, and manages programs that directly support civilian talent development and the Army’s people management transformation goals.
From 2018 to 2025, Mrs. Atkins held multiple leadership positions in the Army’s cyber and analysis career fields, where she conceptualized and grew the Army’s 32nd functional community dedicated to cyberspace effects civilians, including defensive and offensive cyber operators, electronic warfare, and information operations professionals. She contributed to the Army People Strategy Civilian Implementation Plan, managed the Information Technology and cyber civilian communities, and created the ARCYBER Career Exploration, Advancement, and Development (CEAD) Program. Earlier, as Chief of the Army’s Science, Engineering, and Analysis Career Field, she advanced strategies for talent recruitment, training, and professional development.
Mrs. Atkins’ earlier career includes service as Deputy Career Program Manager for Army civilian public affairs professionals, overseeing training and development for more than 1,300 personnel. She previously served as a PAO at ATEC, CECOM, RDECOM, and the Ordnance Center and Schools, where she led media relations, internal communications, and strategic outreach. She holds a B.A. in English from Christopher Newport University and an M.S. in Management for Public Relations from the University of Maryland University College, along with professional certificates in public relations, advanced social media strategy, and workforce planning from Rutgers University, Syracuse University, and the Human Resource Institute.
