Wargaming Contested Logistics in the 2040 Operational Environment

Recent Army Title 10 wargames investigated future operational environments, focusing on systems warfare and advanced warfighting concepts. Wargaming future force employment in distributed and contested theaters requires a sustainment representation that imposes realistic constraints on player decisions and translates supply disruption directly into combat effects—a capability that operational-level wargames have historically lacked. To meet this need, FCC TDAC Formations developed a Logistics Add-On for the TDAC Wargaming System (TW G) and the Versatile Assessment Simulation Tool in R (VAST-R), which serves as an open modeling framework for operational sustainment.

This presentation will discuss the design and implementation of a three-layer sustainment model —operational, division, and tactical—that moves finite supplies from strategic origins through sealift, airlift, and brigade echelons to the combat unit. The brief will cover how player decisions on port selection, convoy scheduling, priority of support, and Controlled Supply Rate allocation for advanced munitions shape combat outcomes. Finally, it will highlight how observations from these wargame executions generate insights into future force structure, formation design, and modernization requirements under contested logistics conditions.
