Abstract
In modern military testing, the proliferation of sophisticated sensors and instrumentation has resulted in exponential data growth. However, this critical test and evaluation (T&E) data frequently resides in isolated, non-interoperable silos across different test mission areas. This fragmentation severely limits data discoverability, reduces analytical efficiency, and ultimately delays strategic decision-making for senior defense leadership.
To address these challenges, this paper introduces the U.S. Army Test and Evaluation Command Foundational Data Governance Program. Operating under a secure framework, this model operationalizes the DoW 's VAULTIS (Visible, Accessible, Understandable, Linked, Trustworthy, Interoperable, Secure) data pillars. The methodology establishes a three-tiered governance structure designed to enforce metadata compliance and data fidelity at every stage of the lifecycle.
By formalizing roles and responsibilities alongside a rigorous, tiered data audit maturity model, this program establishes a continuous cycle of data quality improvement. The resulting unified data ecosystem enables seamless data discovery and ingestion into the broader enterprise data mesh. Ultimately, this framework ensures that critical test data is treated as a strategic asset, providing military analysts and command planners with the trusted, high-fidelity insights required to maintain technological and operational overmatch.
